Adoption Procedure in the Vladivostok Consular District
Appointment System for American Citizen Services
The US Consulate General in Vladivostok has introduced an Appointment System for all services, including passport renewals (and passport extra pages), birth registrations, notarial services, adoption pre-processing interview and general inquiries. Please make your appointment before you visit the Consular section. Appointments may be made at any time via the link below or by phone 7 (4232)30-00-70. Appointments are available Monday through Thursday from 14:00 to 16:30, Friday from 10:00 to 12:00.

The U.S. Consulate General in Vladivostok does not issue immigrant visas, however we do assist processing the adoption of Russian orphans from the Vladivostok region.
Under this procedure, the orphan is examined by an approved panel physician in Vladivostok, and then appears with the adoptive parent(s) before a Consular Officer at the Consulate General in Vladivostok, who confirms the child's identity and reviews all relevant forms for completeness. Please note that in cases involving married couples, both parents must appear before the Consular Officer or provide a power of attorney from the parent that cannot be present. The forms are then carried to the U.S. Embassy in Moscow by an adoption agency representative, who files the application and stands in for the family at the visa interview, sparing the adopting parents and their newly adopted child(ren) the long and expensive trip to Moscow. The adoption agency representative, who has a power of attorney to execute the application on behalf of the family, should be familiar with the details of the case and qualified to answer the questions of the Consular Officer in Moscow. Once the immigrant visa is issued, the adoption agency representative hand carries the visa and other documents back to Vladivostok and delivers it to the parents.
