Appointment System for American Citizen Services
The U.S. Consulate General in Vladivostok has introduced an Appointment System for all services, including passport renewals (and passport extra pages), birth registrations, notarial services, adoption pre-processing interview and general inquiries. Please make your appointment before you visit the Consular section. Appointments may be made at any time via the link below or by phone 7 (4232)30-00-70. Appointments are available Monday through Thursday from 14:00 to 16:30, Friday from 10:00 to 12:00.

U.S. Embassy or Consulate can issue an emergency passport that is valid for one year in cases where the applicant must travel urgently or has an immediate need for a passport. The emergency passport can be exchanged later for a full validity passport at an Embassy or Consulate overseas or at a Passport Agency in the United States. When renewing or replacing a U.S. passport in Russia, please pay particular attention to the rules and regulations regarding Russian visas. A Russian visa is only valid for the passport in which it is placed. If the passport is cancelled, lost or no longer valid, the visa also loses its validity. It is the responsibility of the passport holder to obtain an appropriate visa for the new passport.
Additional Passport Pages
The Consular Section can add a 24-page insert of additional visa pages to a U.S. passport free of charge. An insert can often be added to a passport within 30-45 minutes, while you wait.
To add additional pages, complete an Application for Additional Visa Pages (DS-4085) and submit it with your passport to the Consular Section.
Please note that if the passport holder is under 14 years of age, one parent must sign the application. It is not necessary for the minor child to appear at the Embassy.

Non-emergency passports will be issued in the United States and sent back to the Consulate via courier. The turnaround time is normally two weeks.
NOTE: AN ADULT IS ANYONE 16 YEARS OLD OR OLDER
U.S. law requires that both parents of a child under age 16 personally appear with the child when requesting a passport. In the event that one parent cannot appear, a notarized Statement of Consent must be signed and submitted with the passport application. A foreign language Consent Form may be submitted but it must include an English translation.

NOTE: THE CHILD MUST BE PHYSICALLY PRESENT AT THE CONSULATE IN ORDER TO FILE THE PASSPORT APPLICATION. THERE ARE NO EXCEPTIONS TO THIS RULE.
