Appointment System for American Citizen Services
The US Consulate General in Vladivostok has introduced an Appointment System for all services, including passport renewals (and passport extra pages), birth registrations, notarial services, adoption pre-processing interview and general inquiries. Please make your appointment before you visit the Consular section. Appointments may be made at any time via the link below or by phone 7 (4232)30-00-70. Appointments are available Monday through Thursday from 14:00 to 16:30, Friday from 10:00 to 12:00.

A child born to a U.S. citizen parent usually acquires U.S. citizenship at birth, even if the birth occurs overseas. Parents should contact the Consular Section as soon as possible after the birth to make arrangements to obtain a Consular Report of Birth Abroad (CRBA.) A CRBA is an English language document acceptable in the U.S. as a birth certificate. A CRBA is proof of U.S. citizenship and can be used to acquire a U.S. passport.
To report the birth of a child abroad and acquire a passport for the newborn, the following documents must be filed at the Consulate. Please contact us at Vladcons@state.gov and we will send you electronic copies of these forms:
- DS-2029, Application for Consular Report of Birth Abroad
- DS-11, Application for a U.S. Passport (please do not sign this until the Consular Officer asks you to do so at the time of the interview)
- SS-5-FS, Application for Social Security Card
If both parents are U.S. citizens, the child is automatically a U.S. citizen. No other paperwork is required.
If only one parent is a U.S. Citizen, the following documentation is required:
- Affidavit of Parentage And Physical Presence
- In addition to completing this form in its entirety, the U.S. citizen must prove his/her physical presence in the US for at least five years, with at least two of those years being after the age of fourteen. Physical presence can be established by presenting documents such as school transcripts, military enlistment records, tax returns, etc.
Once you have filled out all required paperwork, call or write us to set up an appointment to come to the Consulate. You will also need to bring with you:
- The original Russian birth certificate;
- Evidence of the parent(s)' U.S. citizenship. This could be a U.S. passport, Naturalization Certificate, U.S. birth certificate, or Certificate of Citizenship;
- Evidence of parents' marriage, if applicable, and dissolution of any previous marriages;
- Means to pay the applicable fees. A CRBA costs $65 and a passport for a minor costs $85. We accept U.S. dollars, rubles and credit cards (Visa, MasterCard, Discover and American Express) for payment of these fees.
NOTE: THE CHILD MUST BE PHYSICALLY PRESENT AT THE CONSULATE IN ORDER TO FILE THE CRBA AND PASSPORT APPLICATIONS. THERE ARE NO EXCEPTIONS TO THIS RULE.
