Center for Fiscal Policy Project Attracts RFE Municipal Financial Experts

During a consultation.

On March 12-13, USAID Representative in the Russian Far East, Irina Lindberg, participated in the seminar conducted by the Center for Fiscal Policy (CFP) for 94 Far Eastern municipal financiers. The seminar took place in the capital of Khabarovsk Krai, under the auspices of the USAID/CFP Implementation of Administrative and Fiscal Reforms on Local Level (IAFLL) project. The event focused on new federal developments in fiscal policy and intergovernmental fiscal relations. The most demanding issues related to the incorporation of performance-based budgeting and management budget process on the local level and the improvement of financing public services provided by Far East municipal powers. CFP noted the importance of combining such theoretical seminars with practical implementation. Such Far Eastern municipalities as Petropavlovsk-Kamchatksy, Ussuriisk and Artyom are among pilot territories where the CFP focused its project implementation activities.
