The Consular Agency in Yuzhno-Sakhalinsk
Since March 2006, a U.S. Consular Agency has been operating in the city of Yuzhno-Sakhalinsk on Sakhalin Island. The consular agent is supervised by the Consulate General in Vladivostok. Applications for passports and Consular Reports of Birth Abroad accepted by the consular agent are forwarded to the Consulate General for adjudication and document printing.
The Consular agent also provides immediate assistance for Americans in distress on Sakhalin Island and supplements the efforts of the Consulate General to provide help in these cases.

The Consular agent is available at 32 Kommunisticheskiy Prospect, Office 528. The office is located in the SakhinCenter building. This is the same building where the ISOS Clinic is located.
Hours: The Consular Agency is open Tuesday through Friday 9:00 a.m. to 1:00 p.m.

What Consular Agents Can Do for U.S. Citizens
- Notarize documents
- Visit Americans in prison or in the hospital
- Accept passport applications
- Accept Consular Report of Birth applications
- Conduct welfare/whereabouts checks for missing citizens
- Assist U.S. citizen victims of common disasters or other crisis
- Facilitate arrangements for the disposition of remains of deceased United States citizens
What Consular Agents CANNOT Do for U.S. Citizens
- Authenticate documents
- Issue passports
- Issue Consular Reports of Birth
- Accept formal renunciation of U.S. citizenship
- Sign seamen on or off a ship
- Act as an agent or attorney on behalf of a U.S. citizen in a private legal dispute abroad, but may make inquiries about the dispute
- Accept visa applications
