How to apply for a nonimmigrant visa
The United States Consulate General in Vladivostok will continue its
partnership with the Pony Express courier network to allow residents of
Vladivostok consular district to submit their nonimmigrant visa applications
directly at the Pony Express offices in Vladivostok, Khabarovsk,
Yuzhno-Sakhalinsk, Magadan, Petropavlovsk-Kamchatskiy, Blagoveshchensk and
Yakutsk.
The Pony Express courier delivers the applications to the U.S.
Consulate General in Vladivostok, where they will be reviewed by consular staff.
If an interview is necessary, Pony Express will deliver an appointment card
directly to the applicant. After the interview, should the visa be granted, the
applicant will receive it through Pony Express. Average appointment wait time
for all nonimmigrant visas - one week (from the time the application is received
by the U.S. Consulate General in Vladivostok).
Applicants should submit
their passport, an official application (Form DS-156 and Form DS-157 (for men of
age 16-45) available at Pony Express offices), an application fee, visa fees,
and any documents in support of the application.

If documents are submitted through the Pony Express office in
Vladivostok the company's surcharge is 700 rubles per application.
If
documents are submitted through one of Pony Express' regional offices, the
surcharge is 1,300 rubles per application.
If documents are submitted
through the Pony Express office in Vladivostok and delivered to one of the
regional offices, the surcharge is 1,100 rubles per application.

Other locations
In case there is no Pony Express office in your
city, you may contact the nearest office and submit your paperwork there, or
travel to Vladivostok and submit your paperwork via the Vladivostok
office.
Groups
To facilitate the issuance of nonimmigrant
visas for travel by groups such as shipping crews, athletic teams, business
delegations and Government sponsored exchange participants, etc, the consulate
will accept applications from a designated representatives of each group between
10:30 a.m. and 12:00 p.m., Monday through Friday.
Who may be a
designated representative?
Any individual or a business entity may
act as a courier or a representative of a group of ten or more people all
traveling for the same purpose and to the same place. Otherwise, applications
should be delivered to the U.S. Consulate General in Vladivostok by Pony Express
courier service.
Waiver of personal interview
The
Department of State has authorized Consular Officers to waive the personal
appearance requirement for certain persons whom the Consular Officer has already
determined do not present national security concerns requiring an interview.
While at the discretion of the Consular Officer, people eligible for this waiver
include:
- A child 13 years of age or younger;
- A person 80 years of age or older;
- Diplomatic visas applicants;
- Someone applying within 12 months of the expiration of a
previously
granted visa.
Finger scanning
All visa applicants are subject to finger
scanning. The Department of State has authorized Consular Officers to waive
finger scanning for certain persons:
- A child 13 years of age or younger;
- A person 80 years of age or older.
Effective Monday, November 10, 2008, a visa applicant who has already provided ten fingerprints at the U.S. Embassy or a Consulate General in Russia may not need to return to be fingerprinted and interviewed for a subsequent visa if:
- The applicant reapplies within 12 months after the previous visa expires;
- The applicant applies for a visa in the same visa classification as the previous visa;
- The applicant applies in his or her country of usual residence; and
- The applicant has complied with the immigration laws and regulations of the United States.
Processing time
Average visa processing time (the number of
working days after a consular officer decision to issue a visa, for the passport
with visa to be returned to applicants by courier) - three working
days.
