Western Union now has many agents in Russia who can disburse dollars
wired from Western Union offices in the U.S.

Other than Western Union, money can be wired from any account in
the U.S. to Sberbank ( (4232) 22-44-89), and can be received in
either dollars or rubles.
Friends or relatives can wire emergency funds to an American citizen
in Russia through the U.S. State Department; the funds are usually
disbursed at the U.S. Consulate two business days after the transfer.
