Russian translation
U.S. Embassy or Consulate can issue an emergency passport that
is valid for one year in cases where the applicant must travel urgently
or has an immediate need for a passport. The emergency passport
can be exchanged later for a full validity passport at an Embassy
or Consulate overseas or at a Passport Agency in the United States.

When renewing or replacing a U.S. passport in Russia, please pay
particular attention to the rules and regulations regarding Russian
visas. A Russian visa is only valid for the passport in which it
is placed. If the passport is cancelled, lost or no longer valid,
the visa also loses its validity. It is the responsibility of the
passport holder to obtain an appropriate visa for the new passport.
Lost or Stolen Passports
To replace a lost/stolen passport, Americans must appear at the
Consular Section. You will need the following documentation:
Renewing an Adult Passport
To renew an expired or expiring passport, adults who can present
a previous passport that was issued within the previous 15 years,
and who were at least 16 years old when the previous passport was
issued, should submit:
Non-emergency passports will be issued in the United States and
sent back to the Consulate via courier. The turnaround time is normally
two weeks.
NOTE: AN ADULT IS ANYONE 16 YEARS OLD OR OLDER
Passport for Minors
U.S. law requires that both parents of a child under age 16 personally
appear with the child when requesting a passport. In the event that
one parent cannot appear, a notarized Statement of Consent must
be signed and submitted with the passport application. A foreign
language Consent Form may be submitted but it must include an English
translation.
To renew or replace the passport of a minor up to age 16, the parent(s)
must submit:
- Application
Form DS-11
- The child's original birth certificate,
- Photo identification of the parents,
- The child's previous passport,
- A Statement
of Consent if only one parent is present,
- Passport photos,
- Fee: $85.00
To obtain a first passport for a child born in the United States,
the following documents must be presented:
- U.S. Birth certificate of the child,
- Travel document used to bring the child abroad: parent's passport,
etc.,
- Evidence of parents' status in the US: US passports, valid green
cards, etc,
- Proof of child's identity: photos of the child in the US, photos
of the child since arriving in Russia if a number of months have
passed since his/her arrival.
NOTE: THE CHILD MUST BE PHYSICALLY PRESENT AT THE CONSULATE
IN ORDER TO FILE THE PASSPORT APPLICATION. THERE ARE NO EXCEPTIONS
TO THIS RULE.
