Registering with the American Consulate

All U.S. citizens residing in Russia for more than a few weeks are strongly encouraged to register with the nearest Embassy or Consulate. Americans visiting for shorter periods may also register. Registration allows us to:

  • help you more quickly if your passport is lost
  • contact you in case of an emergency
  • provide information about your whereabouts to family and friends (if you sign a Privacy Act Waiver)
  • include you in our warden system, which we use to keep Americans advised of what to do in case of an emergency (you will be included only if you give your permission)

To register, you will simply need to present your U.S. passport at the Consular Section during American Citizen Services public hours and complete a simple form.

There is no charge for this service.

You may register in person, by fax (4232) 30-00-91, by sending e-mail to Vladivostok Consulate or at the Internet registration site.

The Warden System

What is the "warden system"?

The "warden system" is an emergency communications network for U.S. citizens residing in the Russian Far East. Wardens are those Americans who agree to take on the important role in their district, company, organization or community of passing on to fellow Americans important messages related to public safety. Warden messages include travel warnings, travel alerts, and notification of emergency situations in your region.

Who should be a warden?

We encourage all businesses, NGOs, religious communities, and social organizations, to appoint a warden, if you have American citizens working with you or frequently traveling to visit you. Americans living in remote areas of the Russian Far East may want to volunteer to be a warden for other Americans in your region.

What if I am (or someone in my organization is) already signed up as a warden?

Please help us keep our records up to date by confirming the above information for your group.

Should all of the Americans in my organization/community register with the consulate?

Yes, we are always updating our registration lists.

How do I sign up for myself or for my organization?

Please email the Consular Section of the U.S. Consulate in Vladivostok with the following information:

  1. Name of volunteer warden for your organization or community
  2. City and Region of Russia
  3. Organization Name
  4. How many Americans are in your organization or community?
  5. Warden email addresses (organization and/or personal)
  6. Warden telephone numbers (include cell phone, fax, business, home numbers)
  7. Name and contact information for an alternate warden
